Dr. Tiffany F. Boykin

Dean of Rockville Student Affairs

Tiffany F. Boykin, PhD, JD, is an accomplished student affairs leader and higher education administrator with nearly 20 years of progressive leadership experience advancing student success, equity, and institutional excellence across four-year, special-mission, and community college institutions. Her professional background spans executive leadership, student affairs administration, compliance and civil rights oversight, faculty roles, and legal counsel within complex higher education environments.

Dr. Boykin has held senior leadership roles at several Maryland institutions, including Anne Arundel Community College, where she served as dean of student engagement and assistant dean of student services, as well as leadership positions at Morgan State University and Baltimore City Community College. Throughout her career, she has worked at the intersection of student affairs, institutional policy, and governance—developing strategies that expand student engagement, strengthen campus climate and belonging, and remove barriers to student achievement while ensuring institutional practices align with complex legal and regulatory frameworks.

A scholar-practitioner, Dr. Boykin’s research examines Black student success in postsecondary education, the role and continued necessity of historically Black colleges and universities (HBCUs), and legal issues in higher education. She has authored numerous publications and regularly presents on topics related to higher education leadership, equity, and compliance. She also serves as an editorial reviewer for the Journal of College Student Retention and the Journal of Negro Education.

Dr. Boykin’s contributions to the field have earned national recognition, including the Dr. Carlos J. Vallejo Memorial Award from the American Educational Research Association and the Benjamin L. Perry Professional Award from the National Association of Student Affairs Professionals. She was also recognized as one of the Top 35 Women in Higher Education by Diverse: Issues in Higher Education.

Dr. Boykin holds a Bachelor of Arts in communication from the University of Maryland, College Park, a Master of Science in communications management from Towson University, a PhD in higher education from Morgan State University, and a Juris Doctor from the University of Baltimore School of Law.
